I think Neighborhood electrics are a clever marketing spin on something that already exists, electric golf carts. The market is already there and waiting for a facelift. This ones a no brainer. Prime-timers dream machine.

I can see where these things would come in handy, short family trips around town, errands etc., but they can not fully replace the gas powered automoblie yet.
